National Education Plan for Chile with Six Priorities for VET

The Chilean non-profit organization Educación 2020, which was represented on the 2017 CEMETS Summer Institute team from Chile, published a National Education Plan for their country. The Plan contains six priorities for VET among 24 further priorities regarding other aspects and parts of the Chilean education system. The proposed VET priorities reveal inspiration by the Swiss system.

The plan contains six priorities for vocational education and training (VET), along with 24 other priorities regarding other aspects and parts of the Chilean education system. The proposed six VET priorities are:

  1. A decentralized institutional framework for Vocational and Professional Education and Training (VPET)
  2. To revalue and to strengthen the upper secondary level Vocational Education and Training with Workplace Learning Programs
  3. Integration and flexibilization of technical (upper secondary VET) and scientific-humanist (upper secondary general) education
  4. Create new categories of Universities and Polytechnic Institutes
  5. Equity in the financing of technical and university study programs
  6. Recognition of flexible and continuous trajectories of Vocational and Professional Education and Training

The second proposal on workplace learning acknowledges inspiration by the Swiss VET system, recommending development of pilot workplace learning experiences based on collaboration among the state, firms and schools. Overall, the plan envisions gradual progress towards a dual model of upper secondary VET.
